@amish - you are right in a way. Yes MTNL did state that it was Re 1. But I believe that was a over simplification. To the best of my knowledge, MTNL has no way of metering in terms of money on the landline. They meter pulses. So even though they said Re 1/- per minute, that would be true only if you were on a tariff slab that was Re 1/-.I believe it has always been 1 pulse per minute right from the time they introduced it.

They have special number 1300 to dial for this... so that means they can meter it separately...just like they meter broadband usage separately,If u see ur bill..on LHS they give credit/debit details and on RHS there is credit/debit charges column. so they might use those columns.

No sir. There is no separate metering for 1300. In fact the tariff for those countries is the same even if you prefix 00 instead of 1300.The only purpose of 1300 is to bypass the ISD lock for those 6 countries with cheap tariff. There is a link on their tariff page that gives the ISD tariff and you will see this same pulse rate is there on the xls sheet. If you look at your bills and see the std and isd call billing, you will clearly observe that the billing is based on pulse rate rather than a rate per minute. For instance, for countries where it is 20 second pulse, the tariff mentions both 20 second pulse as well as Rs 3 per minute but it is actually the pulse rate that prevails. For example, if you have spoken for say 75 seconds to such a country, it is counted as 4 pulses and not as 2 minutes.
