MTNL Fraud Billing in Prepaid Broadband

First things first,I got MTNL landline installed in starting of this month just to get prepaid broadband.The installation costed me Rs 1637.
Here are the details :
Registration & installation charges in case subs is not having landline connection Rs 800/-
Initial charges for Wi-Fi modem Rs 800/-
Service Charge Rs 37/-

After installation of wi-fi,I recharged it with coupon PP UL data 449- combo costing Rs 458 for 512 kbps speed unlimited on 5th February.
It is properly mentioned that there will not be any charges for modem and taxes as they are cut in the coupon itself.
But today I got a SMS saying that "Your bill amounting to INR 343 has been generated". I was surprised because the outgoing connection on my line is not available. I checked online and got the below details :

The bill shows Misc.charges for accessories.I tried to call nearby MTNL exchange but no answer from any number out of given numbers.
Can anybody tell me what are these accessory charges for ? What to do for correct billing ? Will they bill me every month for the same ? Please help me.

I think it may be for landline instrument you got installed, not sure though.

Isn't this charge Rs 500 already taken during booking ?

Last july my neighbour got this connection. He paid the same amount in cash and after that got a receipt next day and after a week or so i think he got his connection running then he recharged from the card and thats it no billing after that.
So what i am thinking is -
1. They have accidently billed you(call 1500 and tell the aunties about it and meet the sdo as well )
2. They have provided you another plan mistakenly( log in to your account and verify the same)
3.They have increased the price of the plan and did't updated thier website
All i can say that my neighbour has't paid any such bills, as at every point of time i was at his home and also paid the amount myself as he was not at his home.

Was your neighbour given CLIP(Caller Identitly Phone) ? I have a doubt that the charge may be for this phone which I have got.

No just a normal landline, but how come they have provided you CLIP if u have not requested

Don't know why even when I don't have any intention to use it.
