I have tried to enable UPnP and port forwarding on my JIO Fiber LAN connection to play GTA V on pc but I keep on disconnecting from public lobbies. I recently read that these dont work because JIO uses CGNAT. Is that correct? If yes, what are the alternate solutions? Can I buy a static IP for home? If not, what else can be done?

Jio fiber does not do static ip's you are correct about CGnat. I think they double CGnat, either way it gets overloaded during the day 
Even with CGNAT, games like GTA 5, Warzone etc. work fine for me. I see Moderate NAT in GTA 5 and Open/Moderate in Warzone.

It could just be that JioFiber works bad for gaming in your area.
