Who design such plans at BSNL? They are constantly increasing pre-FUP speeds to 2 or 4 Mbps. What majority users want is a minimum speed of 512 kbps post FUP. That way they would have also followed the new broadband definition of minimum 512 kbps.
Those plans would be so much more attractive if the post FUP speed was 512 kbps.

According to these new plans, 2 Mbps unlimited costs Rs 9000 and 4 Mbps unlimited costs Rs 15000. I would call that daylight robbery.
Why I think the above rates are not logical:
Suppose, you want to download 20 torrents, all of near equal size at 2 Mbps. Apply for 4 connections of Rs 750 where you get 512 kbps speed. Adding the bandwidth of all the 4 connections would make it 2 Mbps. If you download 5 torrents each on all 4 connections, the time required for downloading 20 torrents on four 512 kbps connections will be same as time required for downloading same 20 torrents on one 2 Mbps connection.
Basically, what I want to say is the cost of unlimited 2 Mbps shouldn't be more than Rs 3000.
