NEW YORK — The steel frame of One World Trade Center is expected to surpass the Empire State Building in height on Monday, said Port Authority of New York and New Jersey officials Thursday afternoon.
Executive Director Patrick Foye said the “topping out” of the tower’s steel will “exceed the Empire State Building” on Monday, weather permitting. A traditional topping out ceremony is to be scheduled.
