How do you detect intention?

How means? If you are giving miss call like 5-10 times.. does it not count as harassment?

Harassment is already a crime. So I am not sure what is new in this special directive. If someone complains about harassment, police is supposed to take action. What are they trying to do? Monitor all missed calls in the state and record patters of multiple missed calls and automatically take action?

Giving repeated missed calls to women is a serious issue. It makes them feel insecure and robs them of peace of mind. We have decided to count it as a crime of stalking under Section 354D (i) and (ii) of the IPC

I wonder if the IPC sections has defined what can and cannot be counted as harassment. Have they added harassment through group messaging services like WhatsApp? What about social networks like Facebook?

I dont think they are going to monitor anything.

They will act only if woman complains.

The reason they made this specific case may be because possibly (technically) law does not state that missed call is harassment.

Because:

1. Person did not come face to face against woman
2. Person did not even talk to woman
3. Person did not threaten or stare at woman

So they probably had to come out with statement that harassment via miss call also offence now.
