Indian Govt. (or the bodies representing it) instead of suing a company directly imposes fines. Two major examples come to my mind, COAI being fined by TRAI for not issuing sufficient POI's to Jio and Competetion Comission of India penalising 10 cement companies and their trade association CMA for cartelisation in cement industry.
 
but usa also has an anti-monopoly body and i am sure they also fine private companies directly. this particular case seemed strange. i mean creating a law/policy and applying it retrospectively is one thing (which our government has done it in recent times) but suing a private company probably because it might not be illegal directly but to possibly get a judgement by the courts to set a precedent is pretty cool.
