No, I did a paper on it few years back. most of the solar generation( 70% iirc) is done thru roof top solar panels. roof top solar panels are only used by large scale structures (like airports/railway stations/factories). its not economically viable yet for people to install roof top solar panels in their house holds.
regarding the highways and railways tracks, railway tracks already have electric lines running above them so its too much cost to replace them with solar. However many electric lamps beside railways already use solar panels to power themselves.
regarding highways, again, its too costly to install panels along with because its essentially building a roof over highways. also they cant be directly connected to grid, they need to have batteries. and while solar panels prices are coming down due to chinese panels flooding the market (faulty low grade panels problems aside), the batteries cost is still high. we need either indian battery manufacturing units or reduce tariffs on imported ones.
Best option would be to install dedicated panels like mangalore airport did and install floating solar panels at dams/reserviours. That way those panels collect sun light as well as stop the evaporation of water. its a win-win
