From these 2 links I guess roaming fee is charged in China & Russia, and as mgcarley said US has roaming charges too. So these 3 big countries has roaming charges. Need to see what happens in other 'bigger' other countries

Regarding MNP it will be implemented by this Oct 31st.. As already BSNL have said that there are also ready for the MNP by 31st.. Now as per my knowledge there is a trial run happening internally in TTSL backend and they are set to start from Nov 1st..
MNP is already postponed to next year. Just forget MNP!!!

In 2009, the Department of Telecommunications (DoT) had set January 1, 2010, as the date for introducing portability of mobile phone numbers.
The deadline for implementing MNP was shifted many times during this year, the last one being set for October 31, 2010.
Sources in the DoT, without being quoted, told this newspaper that number portability is unlikely to be rolled out in the current year.

What... FIPB was reason given last time too... Unpreparedness reason was used before that.Why does someone have to raise the objection only after matter is resolved? Such a waste of time and money.I am fed up of politics being played now at will.
