It's a viscous circle, app developers would invest their time and money if the user base increases. One of the Tapatalk developers actually deferred a bug fix update due to this, read it on the Tapatalk forum

Lumia 830 receives Windows Phone 8.1 Update 2 in India, Lumia 1520, 1320 and 930 also updated | Windows Central

My Lumia 830 also got "Update 2". Most important change is native MKV support and 4G support added.
Besides as per above links many Lumia handsets like Lumia 930, 1320 and 930 are also displaying 4G option, and it perhaps supports 1800 and 2100 MHz band.
I hope Idea or Vodafone launch their 4G soon.
