I'm somebody who'd be amazed if I find a malware on my PC still I followed your instructions and tried creating a new user account but the problem is still the same. They can't be banning MTNL IPs as I seriously doubt their technical know how, something like banning IPs wouldn't be something they know. Other than that, I can access the site easily on XP and Ubuntu, that wouldn't happen if the IP was banned. This is getting crazy now.

Worth a shot! If that site is accessible on different browsers and operating systems, the problem could have just been on your Vista installation.Part of this trouble-shooting gig is to first eliminate any possible faults at your end.I'm able to access it on Opera today! Have been able to access it Iceweasel everytime. To me it looks like a poorly configured Web server.If this site is really important to you and you don't have time to fool around with browsers and OS's, stick to where it works... XP or Ubuntu.
