Olt compatibility issue with ont

I have a Syrotech ont sy-GPON-1110-wdont which was provided to me by a vendor for bsnl ftth, everything was working perfectly but since last month they kind of stopped providing customer service and didn't attend faults and fiber cut. Seeing the behaviour of vendor, bsnl office people started providing ftth connections directly from their own olt (utstarcom). Now when i was shifted from vendor's to bsnl's olt, download speeds are fine as per plan but uploads are not crossing 1 Mbps, even voice is not working. But when they use their own provided ont (utstarcom) everything works well with exact same configuration. Any help in resolving this issue will be of great help as bsnl folks are unable to resolve it.
 
Maybe reset your ONT and reconfigure like it was done on the utstarcom ont? Can't think of any reason why downloads work but uploads are throttled.

This feels like something they've configured on the OLT itself.
 
Have the same vlan, same configuration on both but still not working. These are my power info. On utstarcom ont rx power comes down to 17dBm.

@anubhav1,1 i have same issue ,i have before UTStarcom ont(monthly rent bsnl ),i have replaced with Syrotech onu then upload speed dropped 1mbps ,its only possible done in olt side its must be configured as others,,,
 
Any thing special that needs to be done on olt?? Bsnl people are clueless as of now but are willing to work this out as they have to move all the other vendor's subscribers to them directly, if this thing worked.
