i have used entropay for paypal . i'm using it only coz i recieved my Bet365 winnings in my entropay card. indian banks don't allow their cards to be used on betting websites .the charges are pretty high though . there aren't many issues with connecting a normal card to paypal though as long as you're not receiving payments through it and only paying . just enter your PAN card number(card holder's PAN) and you're fine .

I heard many complaints that Paypal is not accepting other Debit Cards than Visa. Somehow few of my friends Visa Cards have also been Rejected. Let me know which Debit Card is working With Paypal?

No, Paypal does not accept any indian debit card. RBI rules are not allow indian Debit card to pay in other than INR currency.

I can Still Add any Visa/Master International Debit Card. There is nothing like RBI has Restricted it..

Which bank's card do you have?

Yes Bank Debit card (Master card) and ICICI Bank (Visa) debit cards don't work. Both these cards were working in Singapore when I visited some time back. So they are international cards.

My ICICI debit card doesn't work with Paypal. Neither does the HDFC one. But HDFC's one-time-use credit card numbers work fine with Paypal. In any case, it's probably safer to use a credit card than a debit card online.

Debit cards issued by Indian banks don't work because of the extra security layer (VBV or SecureCode). HDFC's NetSafe card works with PayPal because it lacks that extra security layer.

An ad service that I used to use sent me this update:

PayPal's Mass Payment feature allows users to send affiliate commissions, customer rebates, survey incentives and more. Currently, Mass Payment fees are 2% of each recipient's payment amount up to a maximum of $1.00 per recipient, or the foreign currency equivalent of $1.00.

Effective January 24, 2012, fees for payments sent outside the U.S. will be 2% of each recipient's payment amount up to a maximum of $20.00 per recipient, or the foreign currency equivalent of $20.00.

Fees for Mass Payments sent within the U.S. will not change. PayPal notified all users of the amended User Agreement on December 23rd. See the PayPal User Agreement for details.
