No, you cannot transfer money from bank to a PayPal account.

you do not have to transfer money to your paypal account. paypal would fetch the money from your bank account when required for an online payment.

indian regulations right now do not allow paypal to hold funds with them for more than a few days. that is why all payments received in paypal have to be moved to a bank account asap.

that's how it is. does not affect the ability to pay using paypal online.

A bank account cannot be used as a funding source when paying via PayPal. Only credits cards can be.

It works with your debit card and it is the same as transferring from your bank account. Done it many times to pay folks in USD from an INR account

PayPal has a slightly higher conversion rate. For example if you buy Windows 8 through them, you do not pay just Rs. 1999. You pay more than that. I am not sure about a service charge, but they usually charge 2-3 rupee more per USD in my experience at the time of conversion.
