Phone line good but internet is very slow

Hello, I have new bsnl broadband connection and i opted for 1425 plan (4MBPs) , but i get only 0.45 MBPS and download is even worse at 25-30 kbps.The bsnl guys connected a brand new wire for my line and my phone line is also very clear.I thought i had a problem in my modem and gone to bsnl exchange to check it, there they connected my modem with my line at their at end and speed was like charm , it showed almost 4 MBPs.They told me to check my latop for virus and lan card. I backed up my data and formatted my system and installed kaspersky in it.But still the problem exists.I am pulling my hair out thinking that what could have happed wrong,i even bought my friends laptop and checked it with my connection,but it also shows same.
These are my ADSL modem stats :

Downstream data rate is the culprit. Talk to someone at BSNL office.

This needs to be increased to ~5000 Kbps if you want full 4 Mbps speed. If it's set to 4096 Kbps, then you'll get ~3.6 Mbps speed. Get it changed.
Your line's SNR margin is below average. There's some problem in the line as well. What's the distance between the modem and the exchange?
 
As i mentioned in my last post , i did approach my local exchange guys but they showed me full speed on my line with my own modem at their office.
I have asked them to check my line but they say line can't be a problem because the voice is very clear on my phone.And this is true , there is no disturbance what so ever in my phone line.
I googled for SNR rates and you guys are absolutely wright , SNR rates does effect transfer speed.But i cant figure out what could be the reason for SNR rates being so low.

Actually i am interested to know about the factors that effect SNR.
 
Lol with downstream of 101kbps. I don't even of how you're using the net. Complain using the form in my signature. Oh and your line stats are poor. I don't think your line can support 4mbps. Minimum 6db snr is needed for stable sync. Raising your line speed will lead to a drop in snr thereby making your connection unstable. That's why they've set your speed low. At the exchange, you'll always get full speeds. Certainly not a virus issue.

1-2 km is nothing. I'm 3.5 km from the exchange yet my downstream and upstream SNR margin is ~25 db and I get full 3.6 Mbps download speed and 400 Kbps upload speed.
Change the line, pair, vertical, port. Get them to change everything. Virus is a bs reason.
