Today again called to bsnl exchange in the morning from my office(i have been doing it for 2 weeks) , i asked them to solve my problem or cancel my connection. When i called them in the afternoon , they said that they ran a pair test and replaced the entire faulty line and very confidently asured me that my problem would be solved.Unfortunately i was at office so couldn't check it.But later when i got home and checked it ,nothing has changed.I completely lost my patience now.I can't figure out what could be the problem. Can you guys please suggest me some checks that i could run to make sure that there is no problem at my end?

@ mlnm As others have already mentioned, it is very unlikely that the problem is at your end. One thing that you can try is to use a different splitter to rule out a problem with that (you probably didn't take it to the exchange for testing, did you?). But, as your line stats show, the problem is with the telephone line.Actually, I am surprised that the SNR is so low, and yet you don't hear any disturbance with the phone! Maybe try another modem, just to be extra sure

Guys finally my problem has been solved. Its a mix of bad line , splitter and a RJ-11 cable. Actually this what happened-
At first line was faulty but there was no disturbance in the phone.
So i thought something was wrong at my end and does the following things : formated pc , tested modem at bsnl exchange and then when i found they were ok , i changed RJ-11 cables and used my friends modem.Nothing changed.
So i came to the conclusion that it should be Bsnl problem.
Later they ran tests and changed my line.
Still it was not working because i had my old setup when the line was changed.
I called to Bsnl again and told them still its not working , they gave up and advised me to call their customer care because they are more technically sound people.
I watched CID in Sony that day :P
I bought my friend's modem and the entire setup he uses ,connected it to my pc.
RESULT : IT WORKED LIKE A CHARM , NOW I AM GETTING 3.75 MBPS!!!
Then i connected my modem with his setup , it worked. So i tested my modem with several setups and found a RJ-11 cable of mine was also a culprit.
Thank you all for your replies , i learnt some new things from your posts.

Same here, every 5 minutes it gets disconnected and there is noise in the line always (complaint but no use) lol no use of 1091 plan...40GB remaining :D
