Your attenuation is too high. Either you are too far from exchange or poor line quality...

@meetdilip the attenuation is alright and connection stats are fine too. Screenshot is from a D-Link Adsl router which lists all the values x 10 and shows on a scale of 100. So the actual snr is 32.5 while attenuation 23 which are good enough stats hence attainable rate shows@ 23mbps near about max.

I was referring to this image.

20 + attenuation is not good enough for data rate of above 4 Mbps ( from what I have heard).
