Pon light blinking

I am using Huawei 8120c for bsnl ftth.From the last 2 days pon light on modem starts blinking and my connection goes down.Again after sometime it will become normal.This is happening from past 3 days
 
Check your PON status page in ont. If your Rx power levels are over -26 dBm, it could cause stablility issues
 
Yes.Low Rx levels caused issue.My Rx power is hovering between 26.38 and 26.78.At some point of time los light started to blink.I called bsnl jto and after some time he called me and asked me to check Rx power.Now it is back to 23.Now connection is stable.
 
Pon light is blinking again even though Rx power is -23.28.Can't understand why this is happening.Connection is stable for 2 days and again this happens.

Recently took New BSNL connection and connected fiber to modem. No LOS light or PON light and when checked status of ONT, state is showing as O7(Emergency stop state). What may be the issue?
