Problem in downloading Certain Files

i formatted my system i reloaded windows. but my problem is not rectifies.can there be possibility that the adsl router firewall is blocking these file. if so how can i configure the firewall

i manually edited my ip settings and now i m able to access 192.168.1.1what to do next????
