PTT (Push to Talk) in Nokia Mobile

Greetings
I have Nokia 3110C, which has the PTT (Push to Talk facility). When I tried to enable the feature, got stuck in 'Confugure Settings' and the PTT could not be established. The Display is - PTT not activated. Check with Service Provider'.

I contacted the Customer Service in BSNL mobile. To my surprise, the CS personnel said, he does not have anything in his system to tell about PTT !

Would someone guide me how to activate this facility.

this service is closed down due to security issue as per government norms, I was using this service prior to 2005 on orange network in mumbai with rental of 99 Rs. p/m
With the help of PTT u can make calls without dialling a no, e.g- Closed User Group via radio network.
