You can have two wifi networks . Position them suitably. One from Teracom and another from Linksy'sCheck in Teracom white list disable MAC address option.( This model was discussed here earlier and got top report/s )
If it's a 802.11n router, you should be able to access net on the 4th floor. Try selecting Channel 13.Also, you might wanna call D-Link India technical support @ 1800-233-0000.Personally, I don't like D-Link. I'm a Netgear fan. WGR614 rocks!
I have switched off the wifi on the teracom modem
Try enabling it also.. you can connect a RJ45 cable from Lan 1 to Linksy's ( Max 100 meters suggested )!
You have one ssid for this unit. Same way another for Linksy's
You are connecting to Internet Port of Linksy's from teracom.
Check in your laptop both ssid names will appear .
I try to give suggestions for routers which you already have.
I also use wgr614 V6 for wifi network with Beetel 110BX
Both WGR614 have SAME antenna output and Linksys dir 500 (2 dbi)

Hello essbebe, there is a firmware upgrade available for WGR614. It (V1.2.30_41.0.44) was released few days ago. I suggest you upgrade to the latest firmware for optimum performance!
