As per the tweets of different paid users , i can say that they are capping the upload speed to 1/10 of download speed.

for eg:

100mbps plan will have upload speed as 10mbps

250mbps plan = 25mbps upload speed
500mbps = 50mbps upload speed
1gbps = 100 mbps upload speed.

this is called asymmetrical speed. I seriously have no clue why jio took this decision to limit upload speed. It is optical fiber and not a copper adsl connection.

a fiber GPON connection should have symmetrical download/uploads speed.

So Jio have decided that they don't want customers from Tier I & II cities. Anybody who has alternative won't use JioFiber if they do such bullshit.
