Not really. 470 kBps is around 3.7 mbps. You won't get any more than that given how rcom sets up their 4mbit accounts.

I rarely get more than 3.2mbps on my 4mbps line. Most of the times it hovers between 2.8mbps and 3.2mbps.

It basically logs you in. And if you keep it running, it continues to keep logging you in. Reliance basically disconnects you if there is no internet activity for a few minutes. So this script ensures that you stay connected as long as the DSL connection is active.
