Firstly this is a new offer from Tata Sky. And check the website they have stated :

Effective August 1, 2009, the RBI mandates you having an Internet Password (IPIN) for any online transactions using credit/debit card.

As this offer is only for online transactions, they have mentioned this. Nothing related to August1 ,2009
