Well, I actually emailed the guys over at Sify asking about this. It was part of my usual tri-monthly rant about their horrible service and overpriced plans. 
Almost all of them (as usual) ignored the mail. Only [email protected] forwarded it to some other guy and requested him "to brief and update Mr. Chakraborty over our Products , Services, Value Added Services and Customer Support with respect to other competition in the market."
Nothing after that...
