SNR margin 16(db) at pillar and 8(db) at my home.....

Hi,
As SDO phones had opined that LOW SNR at my place was due to long distance between my house and exchange.So SNR was measured at Pillar from where underground cable reaches my place.Distance between my home and pillar is about 750 meters.SNR was found to be 16 at this pillar.Is that OK?Drop in SNR with compared to Pillar is too much.Does it indicate possibility of damage in underground cable between Pillar and my home?
 
Contacted AGM BSNLand told him that I am not getting good connectivity due to damaged/old underground cable He directed SDO to measure line resistance.

As chasing from lineman to AGM for proper BB connection proved futile,I decided to take up the matter with public relation and grievance cell of BSNL Ahmedabad .

I got number of PGM PGPR from directory inquiry (197) and tried to dial his number several times for 3 days.But no one picked up ringing phone. So I decided to report the matter to DOT and in return, same executive of PGPR(whom I could not contact on phone) sent rejoinder to DOT .I reproduce text of same.

Grievance Description : I am not able to connect to internet during 5 AM to 8 AM In monsoon also net gets disconnected whenever it rains During rest of the period net gets disconnected about 3 times in an hour S N R margin is in range of 5 to 11 and attenuation is 55 to 70 Pairs and ports have been changed several times so far but it has not helped It is reliably learnt that underground cable showed leakage at a particular spot when mega r test was done some time back But this faulty underground cable is not being replaced as exchange do not have underground cable in stock Exchange is located about 3.5 K m s but problem of frequent disconnection is experienced by users located near leakage spot only Housing colony next to my colony(which is at same distance from exchange) enjoys good connectivity while I am facing problems due to damaged underground cable.

Details : Kindly refer to your grievance registered under the above docket number. The said grievance was forwarded to the concerned service provider who has intimated that : In this connection it is intimated that the field officer visited the subs premises and line parameter tested through OCB EXCH RLP and AT-T Exch Bapunagar on TTY found ok and distance found 6700 meters i.e very long. The ADSL remains steady but SNR found very well from 8.6 to 11.5 and attenuation was 57 while testing on Laptop of BA in presence of party.Also line parameter tested through OCB EXCH RLP and AT-T Exch Bapunagar on TTY found ok and distance found 6700 meters i.e very long. When I saw same telephone number of PGPR executive( whom I could not contact on phone earlier) in above rejoinder,, Message became loud and clear,"This gentelman has been given job which he do not like doing".Report of field officer was forwarded mechanically without counterchecking facts.TTY does not measure SNR and attenuation.So TTY test can not be relied upon to opine about health of underground cable,which is necessary for BB connectivity.Same way testing through OCB EXCH RLP and AT-T Exch Bapunagar on TTY was also meaningless.Even though SNR and attenuations were measured during joint visit of rep. of BA and SDO,SDO reported wrong figures of SNR and Attenuations and PGM PGPR did not bother to cross check report of SDO by contacting BA or customer(me) or technical experts.

After reading this senseless reply I decided not to quit so easily.I managed to find correct phone number of PGPR .When I confronted PGM PGPR,he asked me to contact GM(East).That was the turning point.Now SDO agreed to measure SNR on pillar and measure line resistance too.He had declined to do so earlier but this time he did not have any choice.After seeing the results of these tests SDO grudgingly agreed to shift my connection to another pillar.It improved SNR only marginally.When I told SDO that SNR and attenuation are not yet as per minimum prescribed levels.

This raised my SNR from 10 to 25db.But attenuations levels decreased only marginally.Ideally,SNR must be below 50.
