No. But Sony plans to offer support through cloud gaming in the future. Which is well unlikely to work that well here in India.
Sony acquired Gaikai few months ago which is expected to become a core feature on PS4 next year.

No because ps3 have a completely different architecture so not possible directly but possible by emulation and cloud service(a 2.5-3 mbps connection atleast)

Yup. They moved from Cell Processor to X86 architecture.

Well. Depends on how they implement it. Since the gaming would take place in the cloud, you are look at much more data consumption for every minute of a gaming session.
And since they would have no way to verify the ownership of your games, you would probably be required to pay for them again. Unless of course they can come up with a way for you to put in the original disk in the PS4 for verification of ownership.

Currently it is 2950 for 1 year in India and $50 in US

Indian price is expensive even though dollar is 58 rupees these days
