spam blocker and email

I am a beginner. please guide me
1.whether mail.bsnl.in is using spam blocker. if so how can I add the Library of Congress ([email protected]) to the list of places that I accept mail from so my mails from this email id is not blocked. and I can receive mails from this id.
2.i am using broadband and have one email account on visiting http://mail.bsnl.in/ i came to know that i can have one additional email account. if it is correct, How can activate this additional email acount
I have already written to you for this information. kindly immediately supply these information.

There's isn't any spam filter in the BSNL Webmail. Can you please elaborate on second email account? I mean are you using some plan that provides 2 Email IDs? If yes, then you need to get the second email id activated from BSNL. But why would you want to use BSNL Webmail? :huh: Use Gmail or Yahoo mail instead.

Try MSN or Hotmail you will get 5GB SkyDrive too.. you can store your files remotely..and you can add your account to outlook/Thunderbird for easy mail acessing
