Starting a DC++ Hub for BSNL Users

I tried making a hub on DC network but failed. I am using a BSNL broadband.I think my dynamic ip is the problem.Any user with a static ip here?

whats the point.? u wont get speeds that are more than ur plan.

Relience Net Connect users have their own hub and are getting speeds out of their plan.

yea... itz under government but still therez no such flaws in their service just like airtel nd relience [speed hack and all]
