test 3 channel not yet activated on Sun Direct DTH

have you noticed test 3 not activated for long time that is fox history channel.. whats hapenning they r not activating on either pakage list nor giving FTA... same proble in isai aruvi... will it happen...??/ when.. anybody have idea...?????
