Talked to another ISP I sort listed, he said he doesn’t have license to operate in my circle. But suggested the same service which I sort listed. Fivenet.

Here is a way to find ISP Cache:
1. Log the outgoing traffic to all the ISP IP Blocks.
On my PFSense what I did was Mark outgoing traffic on WAN to this http://asn.blawk.net/132453 (this link contains all the IP Addresses belonging to my ISP)
2. Try to open a site that is usually cached like google.com or facebook.com or fast.com
3. Check the logs for new entries

Have you factored in the cost of machines used to lay cables and monitor cable faults?. Do you have prior experience in designing and deploying OFC network?. It is not easy task!.

If it is rural area, I still recommend you to take wireless route and deploy on 2.4/5GHz unlicensed spectrum using gear from Ubiquiti/Mikrotik.
