The terms of service of jio lte does not allow you to do this. You'll be in jail if someone does any thing illegal on your network since the jio connection is in your name. Charity is irrelevant here.

how much did this olt cost you?

35,000 for olt and including SFPs it is 57,000. There is an overestimate of SFPs needed and ended up wasting a lot of money
