Thats a great initative .Its like a cool internship in Networking and Telecom
Take a calculated risk
NOTE :- If you need to get paid something by BSNL like some fees , salary charges , Just dont expect it in time . They are totally Bankrupt and wont sanction and pay Bills fast . Sleezy old senior citizens in BSNL desks.(Money losses will happen)
Again calculated risk is very much needed
Ask People in your village how many are interested
You putting up a connection and getting no customer is still very bad.
Village people are not tech savvy and tend to mess up things .. You should handle all that.

Okay so updated thread:

I have calculated the cost; I’ll get

A basic OLT — 23,000
Drop fibre 500m — 7r metre.
(Don’t worry about fibre splicing and all as I’ll take care of it)

Junction box (not giving yet).

As far as BSNL costs are concerned there are no costs in my SSA as of now.

My current concern is: I want to rollout IPTV just like BSNL is doing with some third party in Tamil Nadu circle. I just want to make the deal good and want to rollout triple play. If I rollout IPTV I will be able to convert all these DTH users to my FTTH. Maybe I can give CATV or an android setup box.

I don’t know how to do that, I’m just concerned about the IPTV feed. Other than that I can take care.

Also: I’m doing this just for my experiment.

How does BSNL's IPTV work?

There's another way that LCO's can serve TV over fiber. You can just multiplex the cable RF signals in the fiber and on the customer's side simply split it to Coaxial. I believe it's the easiest way to do it.

In case of co-axial how you limit customer from using it? i don't think all customer interested in paying money for TV services. In IP TV Need base service can be given.
 
You just don't give them the set top box. And give them a modem without coaxial.

Both are easily available in market :) Anyway giving via coaxial is very easy compare to IP TV i guess. and EDFA gives more power compare to OLT so no need to worry about power level due to multiple splitters
