The point of a 5GB or 10GB (etc) plan isn't to sit there downloading until the cap is used up and then suffer 256kbit/s for the rest of the month. Such a plan is designed for someone who would only use 5GB in a month - the kind of people who only uses Facebook, a bit of websurfing and email and maybe some IM - probably no Youtube, probably no Torrents or anything else.
Frankly, if a plan of (say 100GB) was available and you took a 5GB plan only, then this isn't the ISPs fault - it would be yours for taking a plan that's not suited to your usage levels and not taking the one that is.
