Trai puts a cap on roaming charges. Free roaming looks improbable in India for now.

I am just annoyed that sms is considered cheap at 1 rupee per sms in india considering it costs almost nothing to the operator.
thank goodness that airtel 3g still is free on roaming.

Any 3G on roaming would not work where they don't have license.
Incoming SMS Should remain free, as If they start charging any court can give consumers a "STAY Order" for it, cause end user has no way of Blocking Incoming SMS on roaming so if operators start charging you for that, one can easily loose few thousand rupees a day.
Cause I am sure you cannot charge for service which are beyond the end user's consent.
 
Technically, doesn't this order make calls cheaper on roaming than in home circle. Re1 vs Rs.1.20 (assuming 2p/sec base tariff)

Wrong. Intra-circle roaming pacts (as done by A-Vo-Id) have been banned.
All providers can have Inter-circle pacts to provide seamless roaming.
