But it is very unfortunate that the links given are seemingly on purpose put as wrong and gives 404 error OR cable op gets an excuse to continue current pricing

Cant they check the link when they create page?
From where is that %60 character coming?!! it looks more like being put on purpose so that non-tech savy people can not find rates.
