ULD950 (4MBPS) plan but speed is only 3~3.5mbps

Hello all,
I have changed by plan from ULD800 to ULD950 about 2 months ago.
The BSNL people changed my plan within 1 week.
I started getting speed about 3.33 MBps.
The download speed was about 380kB/s.

Correct me if I am wrong,
But I think I should be getting a speed of about 4MBps
and a download speed of about ~500kB/s.
WHICH DOES NOT HAPPEN!!

Yeah, you will never see 4mbps with the present line rate. Ask them to increase your downstream rate.
 
You never get the full speed because their rating reads 'upto' 4mbps. However, if you know someone or put pressure on the technical team, you may be able to get them to set your account to the 4mbps you expect. I guess admin has done that successfully. I always only get 3.3-3.4 mbps as it is capped to that.
 
I have not really succeeded in getting 4mbps on my line. I do not touch 4mbps. Only on speedtests. But it is still much better than getting 2.8-3.2mbps that I was getting before I had an argument with the exchange people.
The problem is that my line quality has degraded significantly and during day time, the internet usually crawls.
 
It is not possible to get that much speed. But your downstream data rate is set as 4 Mbps. It should a bit more higher, otherwise 4 Mbps will the maximum you can touch.
