Unable to Change network settings in XP ?

I am unable to change my ethernet network settings in win xp , whenever i right click on the LAN icon >> properties the screen doesnt open even the status windows isnt opening? What could be the cause ?i scanned the OS using ESET smart security but it didnt detect any malware etcalso is there any other way to change my ip ? through registry probably ?
 
do you have admin rights? perhaps a reboot if you have lots of crap installed/running? maybe you should just wait longer for the properties to show after you right-click :P

start run ncpa.cpl
If same problem file could be corrupt. run sfc /scannow. or copy the file from OS CD.

Each ID Adapter has default keys for DNS, TCP/IP address, Default Gateway, subnet mask, etc. Find the key one that is for your network card.

May be same for XP.
 
i changed the ip using the registry ill try reinstalling the ethernet card
