You do not have a static IP. check with this web site. and go through the full page.

IP Info - Find your IP address
PortForwarding program usually assigns a higher IP as static say192.168.1.100.
In your programming page
See the option is and/OR
so select Use gateway IP address.
Or repeat what you see when you type ipconfig/all
usually 192.168.1.X( any number usually 2 to 10)
subnet mask 255.255.255.0
Default Gateway 192.168.1.1
