Yes. No SIMs are required.
As soon as you are connected to the WIFI, a portal opens where you just need to click on "Connect".

@RKhan21 How come you are getting these level of speeds in airtel. I never saw the day where I got 200mbps in airtel. When jio launched i used to get max 800 mbps but not above that. Now days it's just settles around 150 ..200mbps

I have not seen any restriction on the internet here in general, even for public WIFIs. Although, I didn't test with any explicit websites.
If the wifi premises are managed by a private entity, for example a coffee shop or a library, then it's under their discretion.

Usually, there are no time or data limits.
If you are talking about speeds, then it varies and hence I can't say for certain.

@Kyle Crane, hahah when Jio Public WiFi was introduced, it was actually pretty decent. Now it's 25MB...

@Lolita_Magnum who sponsors it? Has it been rolled out by the telecoms themselves? Vi/Airtel/Jio have attempted the same in India but usually you need to have subscribed to their plans in order to login and use. Sometimes, your usage on wifi is deducted from your data quota. Absolutely shameless.

So for public transport, I know that the infrastructure is supported by FleetConnect. Although I don't know who pays for it.
I have not seen consistency in provider in any of those specific places, some have Three, Vodafone and some Eir. (These are three major providers here)
