was wondering the same...if it does, am installing the same...last time when i used it, it just gave free PC-to-PC...so am not using it anymore...

Well, I just checked, and apparently that feature is not free. You need to use the SkypeOut service and purchase Skype credit to make PC-to-phone calls :
