Weird download problem!!

hi i am from hyderabad and am on the 2mbps plan,where 2-8 is free time to download.My problem is when i download from link-removed using the prem account i get around 230 kbps download speed where as if i download a torrent from link-removed/HD-bits.ro i get no more than 1 kbps??I have tried all clients and enabled portforwarding and encryption still i get just 1 kbps or at times 0!! help me in resolving this problem.Is bsnl capping my download speed? thanks in advance

Tried Port Forwarding?Without that you will not get a decent speed.Google for step by step tutorial
