What are these fixed monthly charges under landline ?

I have recently bought bsnl broadband ! i opted for the combo uld 900 plan ! it showed NIL telephone fixed monthly charge ! Now when i see my bill there is something called one india FMC 195 urban and i have charged rs.200 fixed monthly charges! is this normal ? any help would be appreciated ! new here ! so easy ! And can you change your bsnl broadband plan online via selfcare ? Does it really help ? Or i have to walk to the office and fill the form ?

I am also new here and just 14 years old but i know that if you want to change your plan u can call 198 and follow the instuctions to get your plan changed and yes the first time bill is usally more than the other months ffended:

That is the Fixed Monthly Charge for land line. You can try selfcare portal.
