What does 1:8 connection ratio mean?

I just ordered a new connection from my cable operator and he says they give 1:8 connection.What does this mean?He said its the distribution of bandwidth and the availability of it.Please somebody explain in detail.

its ur upload and download speed ratio. For example, if u have 1Mb connection , u will get maximum 0.8MB download speed and maximum 0.1MB upload speed.
