What is FBB-DEP-Deposit on my BSNL Bill every month? Am I getting scammed?

I have the 599 plan but am also getting a one time charge of 119 in addition to tax of 107. When I look at the bottom of the bill, I see the 119 figure is written as FBB-DEP-Deposit. The total bill is like Rs 826 every month.

My first bill was already 1,439 on top of the 1,500 that the installation guy charged me for installation. I realize that I got scammed by the local guy, but that seems to be the default experience. I even called up the local bsnl office and they told me to pay him.

I am using a modem from a previous BSNL FTTH connection I had 4-5 years back which I had outright bought for 4,500. Thus, it cannot be for modem rental right?

4500 and 1500 seems like they overcharged you, what was modem they gave was it Syrotech @jaberwockie ?
 
@Kaiju404 The 4500 modem was when I had a FTTH connection 4/5 years ago. It says NET Link on it. Blue top and white bottom. I never threw the modem away and used it on the recent connection I got a few months back.

The new connection was only 1,500 to the local operator and the first bill with 1,439. They are using my old modem, which is still working.
