What is Last Mile ?

What is it ? What does unbundling of the last mile , local loop actually mean? Is it the copper from the exchage to the house, or from the post to the house ?

From the exchange to the house is what is "last mile". To make it unbundled mean that BSNL/MTNL that own the lines allow other providers like Airtel etc... to provide their facilities over the same line i.e BSNL give up control of the lines.
