Does that mean the telecom operators who spent 65k crores just spent it for voice based services license?
No. They spent 65k Crores on the spectrum for 3G - they can offer whatever services they like using that spectrum, voice and data.
The BWA auction is for a different set of spectrum, which is basically licensed WiMax. It should mean there will be less crowded airwaves in a way because each licensee can't interfere with each other (so if there is a
Tata Wimax base station right next to a Reliance Wimax base station, it shouldn't make a difference, whereas now potentially they could set the frequencies to be the same and because of the interference, you'd get slower speeds etc etc).
This is different yet again from 4G auction for which they accounced the auction for about 5 days after the end of the 3G auction, and which I believe will essentially be Mobile WiMax - the main difference between the two essentially being that Mobile WiMax allows the signal to be handed on, whereas normal WiMax basically doesn't (it's like Wifi... you'd have to find the base station and connect to it manually).
Furthermore, I believe this has nothing to do with the EV-DO offerings coming from Tata, Reliance, MTS or BSNL (Long story short, EV-DO is essentially "the other side" of 3G).
As on today cost of voice calls on MTNL 3G is 1 paise/second and for data 1 Paise/10KB. So cost for voice is same as Airtel on 2G and data is cheaper in case of MTNL 3G. If someone is having decent 3G handset, then it makes sense to move to 3G when number portability is available.
Unfortunately, as previously reported, last I checked, MTNL doesn't have enough cash reserves to actually pay the license fee. Doubt it'll stop them though... they'll either find the money or find a way to not have to pay - assuming the situation isn't resolved already of course (been a couple of days since I checked)
