Which mobile service to switch to?

My mom's number is currently on Vodafone. She wants to switch from Vodafone because Vodafone is having bad reception at our home. I also want her to switch from Vodafone because I've found Vodafone to be a chor company (Vodafone owes us around Rs 150). Which mobile service to switch to? On mouthshut.com mobile operators: mouthshut.com/mobile-operators.php , sorting by popularity and displaying only 3 and above stars: Matrix is at top, 2nd is Dolphin, 3rd is "BSNL CellOne / Excel"; coincidently their rating is also in the same order.

Matrix is only for international roaming right?
Does Dolphin have national coverage? What about its coverage in Murthal / Sonipat? I've used MTNL (=Dolphin?) SIM card in Delhi and had good experience with their service, unlike Reliance and Vodafone.
My mom has to travel for work from Delhi to Murthal / Sonipat; so a mobile service giving cheap roaming or having a cheap roaming pack will be nice, especially free incoming while roaming; they can charge extra for outgoing-roaming but incoming-roaming should be free or cheap.
How's "BSNL CellOne / Excel" and its coverage in Delhi?
 
do not trust mouthshut for god sake lol. i would personally suggest buying prepaid sims of operators in your area and try them on a backup phone for quality of network around your house. and then decide which one to port to. i moved from airtel to idea recently and it has worked well for me. vodafone is terrible around my place so idea was the only major player left.

also if you only need the phone for calling purposes and handset is not a priority... check out tata indicom.
 
Yep. Idea is probably the best in Haryana.

Dolphin is MTNL and can roam on BSNL in Haryana. If it works then good for you. Mtnl has decent coverage in Delhi, not too good.

CDMA is another option if you're not picky about handsets. Though I hear, tata has been actively shutting cdma towers in many areas with low margins.
