Whom should I contact for road development?

The road while on my way to college is pathetic, tons of potholes and stagnant water 24x7 during rainy seasons. It's been the same since my 1st year. Is there any authority whom I can contact and talk about the issue?
I've tried contacting on the email id's i got from nhai's page but no response.

lolz there are big pot holes in middle of south ex market and no one gives a dam about it...plus if one is going toward AIMS there is a 8 feet hole on left side of road barely covered.
plus not to mention with metro construction near the South campus area their fkg water drums lying on the dam road, rather than inside the barricade,
