why my line rate fluctuates from time to time during the day ?

Hi, I checked my speed and also heard that line rate is a fixed one. But checking the rate fluctuates from time to time. I usually get 10 mbps. It fluctuates between 5 to 10 at times, suddenly plunges to 1 to 2 mbps at times and steady at some times. As I heard that line rate is a fixed for a phone line, which supplies voice and data signals, i experience this.
Can any expert give solutions to this weird behaviour.
When i check the snr, it also varies

@rajujayaraman for higher speeds the line rates dont keep constant,
for lower speeds say till 4mbps even if the lsnr changes the connection will remain same;it is not the case with higer speeds of 8,10,20 mbps. one way to solve this is to get fibre connection as it allows higher data to be transmitted.

High line rate of 10/12 mbps fluctuates by 1/2mbps during peak time as there is lot of load on the backend server however if line rate fluctuates more than 2 mbps than its a faulty line.

I don't agree with you both. My line is always stable ever since I got my connection. It fluctuates only when my line is having some problem. Otherwise My line rate is rock stable at 638 kbps Downstream and Speed 12799 kbps. Even though snr fluctuates sometimes.

Your line is rock solid because ur SNR might be stronger. if u have an average or weak SNR your line rate will fluctuate so does the SNR and if you have a strong SNR it will not change ur line rate even if it fluctuates as it will be fluctuating in a good range and not going beyond average or weak range,if it does so your line rate will fall as well.

@Danish880 what is your attenuation rate or how far are you from exchange. on a good line nothing is there to disrupt the traffic that is the reason for a stable connection.that happens for the rarest of the rarest cases.

Hi, Ink, Danish has alrady said that line rate is fixed. I also thought, my change of plan from 1091 to 699 has fixed my line rate probnlem. But it was not to be. I asked this query becuase of huge fluctuations in speed . I also checked the modem to check if bsnl speedtest site is having problem. But no, the lilne rate also shows the same amount of fluctuations . from 10 mbps to suddenly 3 or even to 1 is the problem i faced. O:fcourse, the straight line would be around 2.5 km. But sudden fluctuation is the concern for me.
Would it be a general outage from bsnl?
Or some loose connection at their side?
Or some loose connection in our end . We are having inclement and rain for two days and glad that there is no problem in telephone.
i do not know the volatile bandwidth.
Recentlyl only i had changed the wire and had the field man has made port change to get a somewhat line rate for two days. Then it started fluctuatiing.
Recent experience, i get dns server not responding error on my first log on
